As an attempt to understand motives over k[x]/(xm), we define the cubical additive higher Chow groups with modulus for all dimensions extending the works of S. Bloch, H. Esnault and K. We show that the torsion in the group of indecomposable (2, 1)-cycles on a smooth projective surface over an algebraically closed field is isomorphic to a twist of its Brauer group, away from the characteristic.
